How the system actually works
Australia’s regulatory landscape splits by product type rather than sitting under one agency. The APVMA is the national regulator for agricultural and veterinary chemicals, covering active constituent approval and product registration for plant protection products and most agvet inputs. Fertilisers sit outside APVMA’s remit entirely: there’s no registration requirement, and oversight is state-based, guided by industry codes of practice rather than a government approval process. Biostimulants can fall under either system, or neither, depending on the claim made on the label. Knowing which regulator, if any, applies before development begins is the first strategic decision in any Australian market entry.
